I've mentioned this before, label's will listen. It just has to be a concentrated effort that is so strong.
There's 3 instance's I can think of. Dream Theater - a band where they forced the label to put out this EP after a letter campaign. (I have no idea the circumstances) The second one is Lupe Lasers... .
and the third one is this singer named Blinky and she sang the theme to Good Times tv series. And this one fan went on a tirade to Motown to release all of the unissued material they could find. and they just got sick of her letters. SO they let this other label "Real Gone Music" handle the Blinky Deluxe edition But they didn't make it available on streaming.

Basically... 3 different fan group's put pressure on the said record company and were successful in their campaign to get the music out for sale.
Family Guy is a tv example where they forced the show back on the air because of the crazed fans. And then it came back a year later.
