How I imagine Kanye's creative process - he has ton of writers musicians, they be making music, demos etc. From time to time Kanye checks on them and saves some ideas and maybe even records some mumbling over them.
Then once a year he sets up a release date and really works in studio, and if everything is fine then he releases an album, and if he feels too inspired he might decide to postpone it (like with Yandhi), but his will to be in studio soon fades out and he go to draw new sneakers for another year.
Next year the cycle repeats.
