The hook seems romantic at first because he's talking about sending flowers (or sending $100,000 in place of said gesture), especially since he publicly sent Kim a bunch of flowers in a truck for Valentine's (could be around 100k)

ANYWAY: what I really think he's referring to is the idea of "giving people their flowers while they're still here," Appreciation, credit, recognition— rather than a romantic love.
Death is no stranger to Ye, whether it be Virgil, Donda, or his marriage.
Given his intense effort to work with new/rising talent over the past few years, and his inclusion of Pop Smoke and X on the Danda albums, I think what the hook is trying to say is:
Giving people their flowers while they're alive isn't enough, they need to work together (send $100,000), because who knows when the next great talent will leave us, and who they may be.

Made me realize he prolly really regrets not working with X, Pop, Dmx, Juice, even Virgil more than he got to, and he doesn't want to let that happen again
