I think BTS stans were doing chargebacks on bulk purchases after the sale was counted for the week so that's why they made a limit this year because Billboard doesn't want to have fake sales count and they're not able to go back and recount the correct amount every week

Everyone complains about these new rules and some are unfair but Billboard is running out of options because no matter what they do Barbz, BTS, Cardi, etc stans are going to find a new way around every rule so they could help their favorite artists sales.
