They're not. Buying 100 copies of the same song still gives the artist the money they'd get for 100 sales. It just won't count towards billboard just like streaming songs on loop will be filtered out by billboard.

Popularity, meaning supported by many people. Not a single person or corporation.

I think BTS stans were doing chargebacks on bulk purchases after the sale was counted for the week so that's why they made a limit this year because Billboard doesn't want to have fake sales count and they're not able to go back and recount the correct amount every week
Everyone complains about these new rules and some are unfair but Billboard is running out of options because no matter what they do Barbz, BTS, Cardi, etc stans are going to find a new way around every rule so they could help their favorite artists sales. The problem is these people have no f***ing lives and won't stop. It's insane and these artists make it worse by encouraging it like Justin Bieber and Nicki Minaj. Artists need to be held accountable but Billboard would look bad just going after them so these rules have to apply to everyone
