The only way I see Drake/21 beating Taylor's second week is if she ships all her physicals this week and doesn't add any on sale for next week (she did 800k in physicals on the first day so that seems to be case). The second is that the album has to dip considerably in streaming in its second week. The third is that their album needs to have nothing less than 14 songs (16-18 preferably) and it has to be really good (for word of mouth purposes) so it has a chance to amass enough streams to beat Taylor, seeing as it won't have any sort of boost in physical sales like Taylor's album.
