It is quite literally the most passive form of music consumption. Beyonce doesn’t have a large streaming audience because her audience and her catalog predates streaming, and she doesn’t even make the type of music that is dominant on streaming services.
If you notice, most all of the largest streaming artists are artists who had their commercial peaks in the streaming era. Eminem is one of the very few outliers, but that one explains itself.

For an artist as big as her she should have definitely done a lot better but she's failed at getting the younger (25 and under) generation interested in her music. Whilst Taylor Swift has done an extremely good job at recapturing that audience and it's why she's now arguably at the peak of her whole ass career
