Utopia has at least as many extremely accessible tracks as this. The album has Drake, Carti, Beyonce, 21 Savage, Swae Lee/Weeknd, Thug, Bad Bunny/Weeknd, Future/SZA, and 21 again for God's sake
Name alone doesn’t mean the song is super commercially accessible. Out of all of those songs, the only ones that are are Fe!n, Topia Twins, and K-Pop

There are enough songs on Utopia that are accessible to anyone who has listened to the previous 3 Travis albums so the songs not sticking isn't because it's not accessible. The general public just isn't f***ing with it as much. Maybe that changes later, maybe it doesn't but right now, that's what's being reflected in the numbers.

Everything from Thank God to Modern Jam to Sirens to Fein to Delresto to I Know to Topia Twins to K-pop could all work as hit records if people were f***ing with the music enough.
Again, it's a lot harder for anyone to score hits these days so this is more about where we are culturally as a music-consuming audience than Travis making an album that's not accessible commercially.

That Drake verse came in four hours before release and they still threw it on there. It didn't even make it onto the physicals. Y'all are fooling yourself if you think the goal is an overall artistic vision and not commercial success
