Nicki tried so hard to find the perfect rap/pop balance with her albums but a lot of her pop attempts aged like sour milk.
Doja Cat found a better balance between making good pop music while having serviceable raps. If she was more lyrical or did more features, she'd be ranked higher.
She also just has more raw talent

Cause even before 1990 hiphop had a significant cultural presence and impact that simply wasn’t being reflected on the charts. Public Enemy, LL, Run DMC, Beastie Boys, NWA. Guys making smash albums and hits that moved the needle in pop culture. 1990 is when it was finally like “alright these guys are documented on the pop charts now” with some of the poppier party rappers

I was almost gonna disagree with myself because of Nielsen but then I realized - hiphop charting before Nielsen’s creation makes this worse cause we can’t fall back on the creation of Nielsen as an excuse. That means it’s purely a hiphop thing
