What makes you say that? Streaming being the main way people consume music is already reflected on the charts imo. Look at any ToTC prediction, streams are always ~85%+ of points aside from top radio hits. And it's not like they ever reduced the weight of streams this decade.

Streaming only accounts for nearly that much of a song's total points in its debut week. And you just pointed out the issue: the top hits would eventually start to pull very mediocre streaming numbers but because of how powerful radio still is in Billboard's chart formula, once they'd amassed enough radio points, they'd be able to stick in the top 10/top 20 virtually forever.
That's also why Billboard recently changed their recurrence rules. This is all a push to make their charts feel more fresh and current and to limit the ability of songs to remain on the charts for 60+ weeks simply because they've amassed a lot of radio points and pop/alternative radio doesn't wanna stop playing them.
I have no issue with the latest changes they've made. Songs spending 2+ years straight years charting on the Hot 100 defeats its purpose. The Hot 100 is supposed to capture a snapshot of the most popular songs in the US for a brief period of time (~ 6 months tops), after which, newer songs should start popping up.
