These were self reported independantly outside of his labels marketing team who send the data to billboard. They most likely filtered it not because of "fraudulant reporting" but becauase of the rules they have with certain ways or album promo

Billboard flags any activity their system detects as suspicious and removes it from the final numbers they report, whether that he suspicious streams/sales. It's clear that in 21 Savage's case, it was a case of fake/suspicious sales, similar to what happened with Nav not too long ago.
