It'll take a lot longer than four years to get plants up and running obviously, but that doesn't matter because both parties are on the same page. When Biden took over, he didn't remove any of Trump's tariffs with China and he even put together the CHIPs act for semiconductors alongside other manufacturing subsidies.
Bidenomics was just taking Trump's ramblings and turning them into a coherent economic plan.
