Although it does not explicitly reference Medicaid, the resolution instructs the Energy and Commerce Committee—which legislates on the program—to identify at least $880 billion worth of cuts. This could lead to stricter eligibility requirements, benefit reductions, or coverage losses, and may significantly impact the over 72 million Americans who rely on Medicaid. Go through this entire bill. Do you know that for every Democrat talking point where they talk about the horrible things that this budget's going to do—they talk about Medicaid cuts. Everybody's going to be thrown, according to Democrats, into all these horrible situations. There's only one problem. The word Medicaid is not even in this bill. This bill doesn't even mention the word Medicaid a single time. And yet all Democrats are doing is lying about what's in the budget because they don't want to talk about the truth of what we're voting to start."
I think the dems (and the few resistant repubs originally) are more concerned about the debt ceiling. But that doesn't fit the "dem outrage" narrative as well as the Medicaid thing does.
Despite the calls for spending cuts, the budget could still increase the federal deficit due to the high cost of extended tax cuts. This was a key point of contention for the handful of Republicans skeptical of the bill. Sharon Parrott, president of the Center on Budget and Policy Priorities, said: "While raising costs for families and increasing both poverty and the number of people without health coverage, the budget would swell deficits—all to further Republicans' expensive and skewed tax agenda."

I don’t think it’s a matter of legality more that it’s a matter of public perception and political advertising. They want to act like they’re not hurting the American people by saying “Medicaid isn’t being cut, we never even discussed Medicaid!” That they can use as a soundbyte and act like Democrats are up in arms for nothing, but if you understand the bill even a little bit, you understand that the committee responsible for funding Medicaid (which is the largest $$ cost they oversee) is required to find almost a trillion dollars worth of savings, so naturally they’ll HAVE to cut Medicaid.
But this has been going on for decades absolutely, their media mastery over propaganda has been killing the dems and any social movement for generations.
