A lot of debatable theory here. On its face he could just be normalizing the idea of land grabs in the 21st century, giving Ukraine up to Russia. Long term maybe he’s thinking of his remembrance as the first president in a long time to acquire new lands.

Climate change is causing ice/snow to recede, opening a lot of land in Greenland up for exploitation of resources, and maybe more importantly opening a new permanent trade route through the North Pole in ~25-50 years when the ice has receded sufficiently.
