The excuse now is locations are extremely costly to film in especially in a pandemic. Will the cost of the motorcycle set piece that required shutting down some of san fran and additional police be worth it ? time will tell but again as you all have been saying without certain iconic actors morpheus and smith hit the same and even with double the budget the drama of a villain or hero cant be built up in one movie. Especially when our protagonist will have amnesia some of this movie
