How you go about marshaling that outrage on the local level to change those conditions is what matters. You need coalitions. You need a common voice to coherently articulate demands. People to sit at the negotiating table. That's what the armed citizenry backs up.
when i say awareness theres implicitly an idea of ... making negotiations an actually possible thing.
if you are in the minority and have authority institutions against you you dont have the leverage to get s*** done, coalition or no coalition
