IDK but I would hope a rubber bullet wouldn't kill someone or cause a concussion. I do feel like if the police get fed up they'll switch over to REAL bullets, which is what I'm scared of. Or just one police officer who purposely loads his gun with real bullets while evryone else has rubber bullets just to do harm.
