The way we use black in the US is to refer to a sub saharan african majority person.
I am aware aborigines refer to themselves as "black" but their context and history of why is different.
Anyways... Patty Mills is not sub saharan african at all.

I'm basing it only on skin color fam.
Blackness is a societal concept not a genetical one. You do not decide which race you live your life as in this racist society no matter which color your parents are, the society does. People like Blake Griffin or Logic may call themselves black but at the end of the day the police officers, landlords, employers, etc. aint gonna look at your family tree to decide how they're gonna handle you, they're gonna look at your skin and will act accordingly.
This whole genetical outlook on race in this modern society is only a remnant of the one drop rule fam.

Logic has a black parent, so I'm not concerned with how he is perceived by whites lol. The logic of "how you're perceived by whites = what you are" is literal bullshit regardless. Thurgood Marshall was white passing in his day which is how he was able to maneuver; according to that person Thurgood Marshall is white.
