Ok so it's Decimort 2 and also Amigo Sampler
They're bitcrusher but do also more, Decimort you can change a lot of the actual sound properties and Amigo Sampler you can degrade the literal sample rate itself with a bunch of pitching and attack/release options etc.
Decimort 2 is pricey but Amigo Sampler is like $10 and used in a lot of modern DnB which is just came out 3 years ago n is based on legit code architecture of an old software and hardware (the AMIGA Chip) that most gaming companies and dnb producers used to degrade samples and edit them, so it's even time period correct n appropriate
They're also easy to find cracks for lmao

And then you can do stuff like chorus n phaser effects to degrade the sample n detune by using them to extremes n ish like that
But def Decimort 2 + Amigo Sampler is golden and finds good usage for specific applications

For the chords, they dont sound like a stab. I'm guessing they're from a multisample patch (ie separate sample per note). They could also just be a live guitar on loop, but it sounds a bit unnatural.
For the monophonic guitar sounds that come in after id try using a soundfont or rompler vst. Ive got the korg m1 vst and theres some sounds on there that are close enough. Apparently they used an E-MU 4060 on this album but who knows if thats what the guitar here is

Oh another thing I forgot to mention is that Games also used soundfonts a lot too, u can find a lot for free and they have that "cheesy" and heavily digital artificial sound to it
Soundfonts aren't really used anymore today in any purpose but they were really popular in the 90s and 2000s and even some of the early 2010s, they also saved a lot of space
There is a soundfont sample player in FL, so you can just Google soundfont guitar stabs, chords and loops

I love using them to recreate sounds too for practice and for fun
Like creating the iconic Street Fighter vocal recordings such as the "PERFECT" etc.
But even outside of retro recreation, they're still great tool in modern production, especially for texture, atmosphere and space filtering
I sometimes like adding them to my entire drum bus to really glue them together and to give more unique character
