id bet that serious reforms like expanding section 8 or Vento grants could quadruple that impact within 3-4 years. especially considering the homeless only make up ~0.2% of the US population.
all of these reforms have been advocated for by politicians/activists. pretty sure none of them involve literally beheading random people with swords
