Quick google search and noticed Variety has always called it that, which imo is telling that they're taking that liberty for communications sake. They also routinely call it a sequel.
My first reaction to this film in this thread was it'd be a poor marketing move to proceed without "Superman" immediately in the title somewhere though. Especially after Superman's poor international performance. Wouldn't be shocked either way. Its a sequel regardless of Lex's increased role or Gunn's creative preference
