I think the crying about "oh no Liverpool might tie us" or "City might win 4 in a row" is indicative of a small club mindset. Records are meant to be broken and we had to break records in order to have ours, if we lose them then we make it a goal to set them again.

ive always said I want city by far over everybody else. but for different reasons than that.
mostly because outside of Manchester, there are no city fans.

Ratcliffe's point though is to use government funding (tax money) to assist in building a national stadium yes, but in turn help stimulate growth of that whole area.
Whether that is intended in good faith or not I don't know, but the logic seems sound and seems to have been done successfully numerous times here and abroad.
Tax money, besides being woefully spent here - it's at record highs but you would be hard pressed to point to one public service that has improved - is extremely skewed to favour London.
