Maybe they’re setting the seeds for Secret Wars. Yes, it takes place before Civil War, but in an alternate universe and when Secret Wars happens this Peter will meet Tom’s Peter.

Osborn I can maybe understand. Maybe they can introduce him, have him be a father type figure, and then at the end of Season 1 say he goes overseas or something and that’s why we’ve never seen him in the MCU.
But Doc Ock being there makes no sense whatsoever because Peter had clearly never encountered him before in NWH
