I think it’s generally open to interpretation but largely symbolic of the fact that the people of Westview who aren’t able to be properly controlled and are frozen are slowly dying because of her lack of magic tied to them

Wanda UNKNOWINGLY used fragments of Mephistos soul to create them. Mephisto also ended up reabsorbing them which ended their existence.
