Because the kids were an after effect of the Hex not a direct creation of Wanda’s. It seems to me what Wanda’s capabilities (or so far, what she’s able to control properly) is her ability to recode the physical fabric of inanimate objects and control people’s mind’s. It doesn’t seem like she has the power to create full on human (or vibranium based) life outside the bounds of a Hex.

If you remember she tells Agatha that she created Hex-Vision out of her sorrow and pain. Where as the other people of Westview are not creations of Wanda but people under her spell. Hope that clears it up👍🏽
