It’s possible that the casting was strictly (at that time) done as a meta sitcom joke for the show and they didn’t wanna reveal him to be that character in case anything wrong happened with the deal and it wasn’t made official.

Like that Scratchy scene woulda been cool as hell but what would that have really added to the narrative. Deff woulda taken some polished cgi and a few touch ups on the script
