They'll begin to split threats up between cosmic and Earth/street and the typical factions of Marvel will show a bit more like they do in comic stories. Just cus cosmic threats exist don't mean villains on Earth just give up and retire
Why does Sam need a cosmic threat in his movie? Captain America level business still exists and won't go away. Same for everyone who's not of immediate need for universal stuff
Once groups like mutants come they gonna be in their own corner for the most part too and most won't care about the Avengers business. Same for someone like Blade
Villains like Kang are big but it doesn't need to be and won't be everyone's problem every movie until the big event moment comes again. There's a LOT of major villains for Earth that have not been in MCU yet

Vulture is a good example of a street level villain that popped up right after New York was attacked by a cosmic threat
