Marvel Studios has zero control over Venom. Sony has that control.

This is why we’re getting Venom, Morbius and Kraven films.

Marvel has the right to co-produce Spider-Man solo films and include him in team up movies because of a co-sharing deal they made with Sony for that character.

If Sony wants to do a Spider-Man and Venom film with Tom Holland they can. Nobody can stop them from doing it because at the end of the day, they own the film and TV rights to Spider-Man and his supporting characters
