We know that the Avengers and F4 exist in the Spiderman games , and I’m sure that Wolverine also exists in that same universe. And we also have seen Mystique and Sentinels, so it’s very likely we’ll see the X-Men eventually.
But so far Insomniac hasn’t even shown any Avengers or F4 members, and it doesn’t seem like they have any plans anytime soon to make games based on those characters.
So I’m not really sure what their plan is for a Marvel universe

So I’m not really sure what their plan is for a Marvel universei think they’ve done a good job of putting little easter eggs for a good amount of marvel characters (don’t forget doctor strange in the spiderman games)

I think the required production time for AAA video games makes a shared universe on the scale of the MCU semi-impossible. That Marvel 1943: Rise of Hydra has potential to have a cool mix of heroes too.
