I don't think they should rebuild but they do need to retool. The Heat have lost some small yet crucial pieces and it's biting them in the ass(Ex. Gabe Vincent, Max Struss, etc.) Plus, the injury bug causing problems too for their playoff success. The postseason proved that the regular season does matter so they need to stop not putting effort in the reg and maintain a seeding/homecourt advantage for future reference.
