It's not that there will be an draft on December 18th, just that there can be a draft from that date forward without any public-facing guidelines or procedures for how that goes down

I think it's a pretty important clarification. You could be forgiven for interpreting the twitter caption as "US DRAFT HAPPENING DECEMEBER 18TH!!!!i!i!!!!i!!", and that seems like an intentional choice on the tweet author's part for the sake of engagement bait.
