Like, 90% of the time you deal with cops, they say they need clear solid evidence to do anything. Don't have evidence, you're as good as worthless to them and you wasted their time. No, they're not gonna check local CCTV footage, if you didn't have a camera out and recording, you're outta luck.

Yet when it comes to killing and arresting people, there is no evidence needed, it's at their own discretion.
Or when it's protecting the rich, then they're like 'ehh, there's some good circumstantial evidence, we'll investigate'
