Naw, Drake don't have the same humble personality as Lil Wayne does. I don't think Drake wants a successor to him at this point of his career.
I think it's more about finding someone with the drive, ambition, skill and audacity to be Drake's protégé. It must be scary for niggas who Drake simply cosigns just because of the spotlight/expectations that come with that. A legit rapper getting signed to Drake will get crushed under the pressure of living up to his legacy/achievements. That's probably why Drake doesn't bother.

Honestly I view OVO Sound as an R&B label at this point, I don’t think Drake has or ever had any intentions of signing an actual rapper

It's a setup to be OVO's first real rapperA huge setup. I hope Drake gets to talk about the pressure he felt coming up under Wayne because he handled it well and proved himself but coming up as a new cat, getting cosigned and being tagged as the new ''guy'' by Hov, Kanye, Eminem, Wayne and other legends in the game who were still in their prime commercially and doing damage must have been a lot of pressure to deal with.

Smiley seems pretty chill and not bothered by anyone's expectations which is how you need to think as a artist to be like Drake. As soon as you cave to the pressure it's over but he seems happy doing his own thing
