As far as IC capacities, it'll depend on which countries you look at. Government spending isn't really the bottleneck to enhanced ICU capacity, the problem here is a labor shortage in the healthcare workers dept, buying ICU beds without nurses to use them correctly is useless.

"Neoliberal" countries who are more ok with migrant workforces will fare well, left leaning pro working class countries like those in Europe will get absolutely killed though.

Average salary for registered nurses in the US is almost 80k bro. And there's just not much you can do when it comes to the increased workload, it'll only become worse as time goes on since a lot of older folks are gonna retire every single year and their fertility rate wasn't substantial enough to manufacture young workers.
The solution to this problem while not bankrupting our society imo is pretty simple: flood the market with immigrants and create worthy shortcut curriculums. Enough workers to slow down this problem while putting down nurses average salaries.
