You’re supposed to explore a bit and not go straight through the main story machines. Since you don’t buy the weapons on this version you get them doing side missions pretty much. The side missions also have holograms/more added lore to the story.

I found the rifle exploring the medical bay and laboratory instead of immediately setting up that bomb to get into the morgue. Tbh I prefer the plasma gun to the rifle anyway most of the time.
