??? identifying as your gender is 100% the only requirement for being trans, this is because gender isn't a biological thing but a social construct
you don't have to literally "transition" through medical uses to be transgender lol, a lot of people in the trans community do use HRT/SRS to try and be more "passing" to cis people or for their own satisfaction (I'd say my choice to use hrt is a mix of both) but it's not a requirement or anything

If a man wants to believe he is a woman and vice versa it’s fine, they can dress and act the way they want but biologically it ain’t the truth. There are two genders, Female and Male, and each one has their own distinctive body parts. It’s biology.
