Celtics got full bird rights on all those dudes + they're a championship team + they were always going to be deep into the second apron so there's a ton of restrictions on what they can do via trade and free agency to improve their team so they gotta retain all their guys no matter the cost

In two years they'll have to adjust their salary situation some mostly to avoid the frozen draft pick restriction and the insane repeater tax numbers
