The Dogg Pound initially planned on "New York, New York" being a tribute to the city. But once they went over there to film the video--BIG called into Hot 97 inciting a reaction from NY(for some reason thinking Pac was there as well) basically telling the people "y'all gon' let them make a video dissing us in our own city?". Shortly after, video set was shot up and fortunately nobody got hurt. That said--they changed the video from a tribute to a diss. The now famous video of Snoop knocking over the buildings, Godzilla style came out shortly after.
NY responded with their own record, called "LA, LA" featuring Mobb Deep, Nore, and Tragedy Khadafi. BIG almost hopped on himself but decided against it, as this was when the East vs West beef was just starting to really pop off.
Who got the better record? The lyricism on LA, LA might be superior but NY, NY beat and hook is just too funky imo NY, NY in 5
LA, LA. NY, NY, is a horrible diss but the beat is a classic.
Wasn't supposed to be a diss. Was supposed to be a tribute. After the shooting incident they remade most of the video to make it seem disrespectful and the rest is history lol

fun fact: prodigy said this is why pac started dissing them when he got signed to death row
however pac claimed in interviews at the time that it was for a different reason, it was because he didn't like that they were saying "thug life, we're still livin' it" on survival of the fittest because he took that as a diss and it was also rumored that they were dissing him at live shows but ive never seen that substantiated anywhere
all out might've been a response to "drop a gem on em", one of the very last songs he recorded before his death
