No, he wasn't. That was a false narrative created by twitter.
He said back in like 2004 that he had no idea how a Spongebob Spin-Off would work when asked about a potential spin-off. But he never explicitly said that he hated the idea of Spin-Offs and would never allow it.
Now, there is at least a few people that worked on Spongebob who have said he hated the idea of spin-offs. But there are others who worked with him who said the opposite. So thats a he said/she said situation.
Ultimately though, Kamp Koral was most likely in the works, or early talks before he was dead. And its not like he wasn't still somewhat involved in it before his death(He wrote Sponge Out Of Water). He likely knew about Kamp Koral. Also, nobody incredibly close to him in the industry, or family members have spoken up to say "he would have hated these spin offs". The only people fighting against the spin-offs and saying he didn't want them are random twitter users and industry people who haven't worked on Spongebob or talked to him since like 2008.

Sponge Out of Water was the second movie, this third one had no Hillenburg involved. Paul Tibbitt, the dude who ran the show after the 1st movie, and the dude who’s probably the closest to Steve that we’ve heard speak publicly, tweeted this
and Steve has been on record saying that once they make “Spongebob Babies, I’m outta here” and “The show is about SpongeBob, he’s the core element, and it’s about how he relates to the other characters. Patrick by himself might be a bit too much. So I don’t see any spin-offs”, back when the first movie dropped
