Teddy Riley, with help of William Stewart, produced the beat for No Diggity originally and shopped it around Interscope. Dr. Dre had just left Death Row and was looking to start a new direction, away from gangsta rap and all the drama that he left behind at Death Row. Meanwhile--Tupac and Suge were furious at Dre. They wanted to sabotage Dre any way they could, they wanted to end his career. Back in those days--Suge Knight had spies all over Interscope records and they would send Death Row early versions of records before they were out, without the main artists knowing. This happened a few times, including against Tupac before he signed to Death Row. Anyways, Suge got a copy of No Diggity and told Pac to make a song to the exact same beat and release it quick before "No Diggity" comes out. Pac did just that and in less than a week the original "Toss It Up", featuring Aaron Hall, Danny Boy, K-CI and Jojo---was released to radio:
This version features the exact same beat as "No Diggity", but only one Pac verse. Teddy Riley heard the song on the radio and could not believe it. He called Interscope CEO Jimmy Iovine had no idea Death Row was doing this, so he immediately sent a cease and desist over and the song was taken off radio--only playing for a few days. Short while later "No Diggity" finally comes out. Performed by Blackstreet, featuring a Dre verse and another verse from Queen Pen. It also included a very popular music video at the time. Song was a smash hit
Suge and Pac were enraged by this. They did not want Dre to have a successful comeback record, much less a huge hit. So they came up with the idea to remake "Toss It Up", slightly changing the beat so that it doesn't sound too similar to "No Diggity" and they don't get sued over it. For this version--Pac added a second verse that is almost entirely aimed at Dre(a few shots at Nas too). Originally they intended to film the music video at a beach, just like the "No Diggity" video--so that fans would have to compare and choose which one is better.(there is BTS footage of the OG video shoot) Eventually they put out a 2nd version of the video in a warehouse setting. "Toss It Up" would be the first single for 7 Day Theory. It was released just 2 weeks after Pac died and was the last music video he ever filmed.

I'm more of a rap fan than an R&B fan so I'll give the slight edge to Toss It Up. Do prefer the singing on No Diggity.
Also prefer the video version of Toss It Up over the audio version. Where the "boom!!!" ad lib only comes in during the last verse for Dre.

Pac hated that Dre gave him the remix version of California Love and that Can't C Me wasn't even intended for him. That he never helped at Death Row etc..So he wanted to f*** Dre over by any means necessary lol I was also surprised to find out just how far he wanted to take it. Cause Pac was all about being loyal and real. So you know he must've been pissed tf off to try to steal a whole record

Another cool fact that has a bit to do with OP. The original 7 Day Theory back cover was supposed to feature drawings of each of Pac's biggest enemies. Here it is, think you can guess who each guy is supposed to be

The only time dre was "stealing" beats was back in his early death row days and it was more of a label policy (Dre himself wasn't credited as a producer on some songs from dogg food).
Since the moment he started aftermath every musican or producer he worked with got their credit
