Absolutely not because the real issue here isn't related to the genre itself
It's about the entertainment industry's struggle to create new and interesting enough stars in an era where monoculture is non existent.
This is a hip-hop thing, but it's happening in all fields of entertainment.
It doesn't help that the most popular rappers starting in 2019, were more street. In previous eras, the popular rappers were making songs like Find your love, stronger, workout, etc.
now they're making trenches rap
That doesn't help matters but ultimately, the biggest issue here is that Hip-Hop (and every other field of entertainment) can't create commercially viable stars anymore due to no monoculture.
When's the last time you saw Denzel DiCaprio AND Dwayne Johnson all flop at the box office in one year?

Relative to the topic, and in general, yes.
If you're asking for personal feelings and opinions on it, then that's different.
But as it pertains to Hip-Hop's mainstream decline, and diagnosing said decline then yes, the 'issue' is industry can't monopolize culture as it used to do due to no monoculture

In general, on a macro level across all genres, there's a small group of artists that matter and move the needle commercially.
