Vader is obviously toying with Kenobi he let him escape on purpose, he wants him to suffer, he wants him to be paranoid at every turn, he wants him to have these encounters over and over again. Vader could kill Kenobi but that's not what he wants, he wants him to experience what he experienced. I buy that.
