3 The third is what Mr. Burns calls the “It’s a giant mess and we just don’t know anything” scenario. He describes drawn-out uncertainty: “This is Florida 2000 in several states at once.” In that case, final calls in several key states would rest on the counting of mail-in ballots, which could take days.
