Reagan funded the Mujahideen to fight the commiea and fighters within that group would eventually become what we now know as Taliban, they created a power vacuum and what a surprise it got filled by the people they funded. This reality was known by the US at the time, they accepted it.

Afghanistan war started with USA and China (which was anti-USSR at the time) giving money to the fundamentalists there in the late 70s

The Afghan government at the time was pro-USSR

Once the fundamentalist situation got out of control they invited the USSR's military to take care of it

The USSR had other problems and retreated in the late 80s

The government existed for another 3 years and collapsed

Then you had a massive civil war between dozens of factions until the Taliban won

The Taliban ruled for 4 years and then the USA had to do something after 9/11

They also wanted a "unsinkable aircraft carrier" bordering Iran

They won the initial invasion but couldn't nation-build for 20 years

The Taliban already had a lot of power but just cemented it definitely now and took over the country without facing any serious opposition whatsoever

Pakistan and the Taliban work together somewhat, China is pragmatic about the Taliban right now, Russia is scared of dealing with Afghanistan again, Uzbekistan and Tajikistan are holding back (Afghanistan has a big Uzbek and Tajik population) for now, India supports the (former) Afghan government and so does NATO under the leadership of the USA

Also Taliban and ISIS are mortal enemies, anybody who claims they are partners doesn't know what they are talking about. Taliban are Deobandi and ISIS are Salafi. Two different groups. There is a tiny patch of land that ISIS controls in Afghanistan and they are surely s***ting their pants right now because Taliban will probably kill their entire leadership there without flinching.
