you're using an iphone right? should be pretty accurate man, you should look into finding a way to calibrate your steps.. there's definitely something you can do to fix this if you feel like there's a genuine issue with your phone not accurately counting your steps

How do I calibrate the iPhone's pedometer?
Open the Settings app, then tap the Privacy heading.
Tap the Location Services heading, then tap the System Services heading.
Tap the switch alongside Motion Calibration and Distance. This will temporarily turn it off. Then tap it again to turn it back on again
