What happened in short was that they did a Woodstock 94 and it was a massive success, so the plan was to do one every 5 years. But the late 90s did not have the same atmosphere as the late 60s, and the culture of that time was massively removed from what Woodstock was even about. Overall, just a poorly planned event out on by oblivious folks who failed to recognize the optics of the situation.
