Like there literally can not be good without there being bad, there wouldn't have been a way to create that, they are connected. He wouldn't have been able to make good.
So he consciously made the decision to create good and at the same time also made bad, he knew this and told everyone what was required to be considered good, and then they acted against those requirements
See, you're working from within our reality which has all of the rules of logic and these concepts already ironed out
It makes since to say "there can't be good without evil", but that's based purely upon how things work within our universe
The original cause has to be the originator of everything. Not just the physical universe, not just morality, but the rules of logic as well.
