its kinda like how joker teases batman about how by not killing people hes letting more innocent people die and how on the other side of moral things, there is an element of truth to evil decision sometimes, even if it doesnt justify it
Spectre is not inherently good or bad
He is vengeance/wrath basically
Just punishes people who are guilty
His morality is partially tied to the person he is inhabiting
Their hand wasn't removed because Spectre is evil, it was because he was tied to the soul of Hal Jordan who was also partially possessed by parallax still
But also Spectre is just cruel like that. He's god's wrath. He's not really a hero a lot of the time his punishments are super severe

e tI don’t agree with this. Spectre was also corrupted by the Parallax, which is why he also couldn’t control those actions. He was ultimately the reason Hal was able to break free from the parallax possession.
The Spectre is far too powerful to be possessed i think
Hal was possessed by both parallax and the Spectre and they were fighting for control
