I dont think nintendo has final say on the product they dont work on, iirc its not even nintendo's ip, they co-own it with gamefreak. They just make sure its good enough to release, and while it doesnt run as well as it could they probably think it looks good enough. Its up to gamefreak/pokemon company to decide whether to get help from nintendo or other 3rd parties on their games.
EDIT: Nintendo hasnt any more of a say in when the game releases than Pokemon company and gamefreak. Of course its in their interest to release it when they better feel about it but since its co-owned it depends also on pokemon company. Nintendo is the same company that gave kamiya 4 years and counting with bayo, 4 years with botw2, who knows how much with mario and 3 years for metroid prime 4, they're willing to delay a game for their ips if it means they release in the best quality possible
