I found this on Reddit and can't believe it actually worked...but if anyone has problems playing their digitally downloaded games because your console is not set as the primary console for your account go to Settings -> Users and Accounts -> Other -> Console Sharing and Offline Play and literally spam the button until it gives you the option to enable it lol
