Yes you can, other wise they wouldn't be able to service them
just undo the top and bottom engine covers
Most literally come off with tabs, with others have screws or nuts.
However, many times you DO need a proprietary dealer scan tool for import luxury cars until something generic comes out.
Even low end economy cars have engine covers on top and bottom, it's a big reason why modern cars, even lower end ones are incredibly quite
